Victoria
Mobile phone seatbelt cameras went live around mid 2023. Initially,
Victoria initially had three mobile phone seat belt cameras with a total of six planned. As of June 2024 there are now nine
mobile phone seat belt cameras that can be rotated around the state.
Cameras were to be deployed at more than 200 sites across Victoria. The initial site list contained 116 locations. The latest site
list as at October 2024 now contains 255 locations. The site list may not be complete as a mobile phone was detected
in October 2024 at a location not on the list.
The penalty in 2023 was a $545 fine and 4 demerit points and will increase with indexation over time.
If a driver is taken to court the fine may escalate to $1,849 which will also increase with indexation over time.
Whilst it was initially stated that mobile phone seatbelt detection camera locations would not be published,
the Victorian government publishes a list of the locations.

The press repeatedly reports mobile phone seat belt cameras will reduce 95 deaths a year. The press release by the Premiere's Department
stated, "Research from Monash University Accident Research Centre (MUARC) has estimated this technology has the capacity to prevent 95 casualty crashes per year."
A casualty crash is one where there's a fatality or serious injury. Based on the TAC 2023 data, the percentage of fatalies to the total
of fatalities plus serious injuries requiring hospitalisation, is around 5% (4-5 deaths a year).
Distance to camera
Based on images for the M5 mobile phone seat belt camera, it is estimated the distance from the camera to the vehicle is around 20m.
For a portable mobile phone seat belt camera on a trailer the distance is estimated to be around 10 metres.
